How to Delete, Move, or Rename Locked Files in Windows?

It is perhaps not feasible to directly delete a locked file in Windows operating system. You can not rename, move, and carry out any type of editing. This issue happens when locked files are either open or used by some program or process on your computer or within the network. The intent of locking a file would be to restrict any edits, deletes, or moving of the file while being used by the computer's process.
